Boring Billion?

Was there a Boring Billion Years?

Apparently us geologists call the period from 1.800 to 800 million years ago the "Boring Billion". That is something which passed me by. But THIS ARTICLE argues that quite a lot was happening. But is then rather reticent about what i should be excited about. It mentions changes in oxygen levels but gives few details. Perhaps there is a paper on the way.
